The Jasper County Board of Education met March 8, with the primary focus of the meeting being personnel.
After the business session, board members went into closed session to discuss personnel, and upon returning approved a list of current employees who now have been offered a contract for the 2022-2023 school year as well as new hires and several other personnel changes.
One of the first orders of business for the board was to hear from Payroll and Personnel Officer Gary Jenkins about changes to the retirees life insurance plan. Mr. Jenkins learned of the upcoming changes and after exploring options, sent a letter to all participants in the plan which is just under 100 people. The cost of the $10,000 or $15,000 policy will see an increase of more than 1,000 percent over the next three years.
Mr. Jenkins explained how the various insurances are shopped, and talked about the broker. Board members and Mr. Jenkins discussed many aspects of the various insurances. Retirees have a different plan than current employees. Mr. Jenkins explained they negotiated with the company to have the increase levied over three years rather than all at once.
Board members expressed their consternation at the changes, and said they had received numerous phone calls, some of them irate. The cost of the insurance is going from 22 cents per thousand of insurance per year to $2.75 per thousand.
Board member Lewis Rice became heated when he was not satisfied with Mr. Jenkins’ answers. Mr. Jenkins explained that the broker shops the insurance and several other employees review the options with Mr. Jenkins. Board member Dr. Shannon Barton expressed her concern that the letter, which went out to affected individuals gave much information and was somewhat confusing. Part of that is the fact that the insurance is changed from a fiscal year to a calendar year, and part of that was the explanation for the increase. She also said the board members do not want to micro-manage but a heads-up would have been nice.
School members heard a presentation from Donna Poole, Director of School Improvement, about the upcoming Charter System renewal application. She explained the goals for the charter, and said the system must show how it is achieving those goals, and how improvement has been shown. She told them they would be interviewed, and that the process will be virtual this time around. Ms. Poole reviewed some of the documents necessary for the renewal
Supt. Kenny Garland said he is looking forward to going through the process and receiving recommendations.
